The Health Insurance Portability and Accountability Act of 1996 Protects health insurance coverage for workers and their families when they change or lose their jobs in that the waiting period for the new coverage must credit the time you had with your prior coverage - "credible coverage."
Another BIG feature is that there is a GUARANTEE that after your Federal COBRA and Cal-COBRA (CA) expires (cancels, lapses, terminates), especially if you have a Pre-existing condition - that you are guaranteed to be able to get coverage from any Individual Insurance Company or HMO.
